Application for a Sri Lankan Passport:
You can obtain a Sri Lankan Passport if you are – a Sri Lankan Citizen by descent or by registration.
- Application should be filled in English, preferably in BLOCK letters
- Write one letter in each box. Leave one box blank between two names.
- Four photographs should be furnished as specified in the application.
- Place the signatures in both cages, without touching the lines.
- Carefully read the declaration and signature should be placed after having read understood the declaration.
Where to submit: Visit the Consulate General of Sri Lanka in Jeddah, AlJoubaila Street, AlKhalidiyah, Jeddah, Kingdom of Saudi Arabia.
Consulate General Office Operational hours: Sunday to Thursday: 8.30 am. to 4.30 p.m.
Please adhere to the following timelines when seeking consular services:
- 9.00 a.m.-3.00 p.m -Application submission (After 3.00 p.m., the shroff counter will be closed, hence no applications will be accepted)
- 9.00 a.m.-4.00 p.m.- Document collection (Passports/ Birth certificates/ citizenship certificate etc) :
Processing time:
- The issuing authority of new passports is the Department of Immigration and Emigration of Sri Lanka Colombo. Therefore, the total processing time for a new passport is normally 3-4 months, from the date of submission of the completed application.
- Usually the Consulate forwards the applications received to the Department of Immigration through the Foreign Ministry twice a month. The Consulate cannot guarantee the issuance of passports within a specific time period.
- When the Consulate has received the processed new passport, the applicant will be informed by telephone call to the given contact details. It will also be updated in the official facebook page of the Consulate at : Consulate General of Sri Lanka – Jeddah, Saudi Arabia | Facebook.
- The passport will be issued only to the applicant, or to a duly authorised representative of the applicant. If the applicant is a child below 16 years the parent who applied could receive the passport.
- The original of the yellow receipt (issued during the time of payment of the passport fee) and the current passport should be produced to collect the new passport.
The following acts committed to obtain a passport are offences under Act No 20 of 1948 amended by Act No. 16 of 1955, Act No. 68 of 1961, Act No. 16 of 1993, Act No. 42 of 1998, Act No. 31 of 2006 and Act No. 07 of 2015.
- Providing false information
- Producing fraud or false documents
- Applying for another passport whist having a valid passport
- Use of a passport of some other person
- Changing the passport fraudulently
- Obtaining a passport producing the documents of some other person
A) Renewal of the Sri Lankan Passport in lieu of current / expired passport
Eligibility: A Sri Lankan citizen by descent or by registration.
Required documents:
- Duly Filled Application Form (Download application Form K. 35 )
- Four (04) recent identical photographs of the applicant taken within three (3) months, as per the specifications for Sri Lankan passport photos (Colour Photograph with White or contrasting background to the cloth worn. Size : 3.5cm x 4.5cm)
- Current Passport and copy of the data page and alteration and observation (pages 2,3, 4 & 5)
- Original birth certificate or a certified copy of the original birth certificate issued by the Registrar General Department/ District Secretariat/ Divisional Secretariat or from a Sri Lankan Embassy/ Consulate.
- Sri Lankan National Identity Card and a Copy (Please note that all the applicants above the age of 16 should produce the NIC.)
- If the applicant born outside of Sri Lanka, Citizenship Certificate with Affidavit
Additional documents required for specific circumstances:
- Inclusion/ change of profession: Academic/Professional certificates and a letter from the company mentioning the current designation
- Inclusion of spouse’s surname: Marriage certificate
- Renewing the passport of a child under 16 years of age:
- Parent’s consent letter (No Objection letter) (Please see the format here)
- If the Child born outside of Sri Lanka, Citizenship Certificate or a copy of the payment receipt for Citizenship registration(Sri Lankan citizenship applied and pending)
- Copies of parent’s passports (Pages no 2,3,4,5)
Applicable Fee: All country Passport : SAR 595.0
B) Apply for a new passport in lieu of a Lost Passport:
If your passport is lost/stolen:
It is the responsibility of the holder to inform the concerned authorities immediately. Failure to do so may result in your passport being used for illegal purposes, and you might become liable for aiding and abetting an offence. So, when your passport lost or stolen, immediately make a complaint to your local police station in your country of residence and apply for a New Passport.
IMPORTANT:
- Never use a Passport reported stolen or lost.
- Passport reported stolen or lost are invalidated and can no longer be used for travel.
- The information you provide regarding a Stolen or Lost Passport will be entered in Department of Immigration and Emigration/ Sri Lanka’s Stolen/Lost Passport System and automatically shared internationally through INTERPOL
- If you recover the passport after you have reported it lost or stolen, please submit it to the Consulate. If requested – we will cancel it and return it to you. If not requested, it will be destroyed.
- Once a passport is reported lost or stolen, it cannot be re-validated.
Required documents:
- Duly filled Application Form K- 35 & Complaint Form]
- Four (04) recent identical photographs of the applicant taken within three (3) months, as per the specifications for Sri Lankan passport photos (Colour Photograph with White or contrasting background to the cloth worn. Size : 3.5cm x 4.5cm)
- Copy of the lost passport
- Police Report with English translation
Additional documents required for specific circumstances:
- Inclusion/ change of profession: Academic/Professional certificates and a letter from the company mentioning the current designation
- Inclusion of spouse’s surname: Marriage certificate
- In case of a lost passport of a child under 16 years of age:
- Parent’s consent letter (No objection letter) (Please see the format here)
- If the Child born outside of Sri Lanka, Citizenship Certificate or a copy of the payment receipt for Citizenship registration(Sri Lankan citizenship applied and pending)
- Copies of parent’s passports (Pages no 2,3,4,5)
Applicable Fee:
- Passport lost with a copy: SAR 1405.00
- Passport lost without a copy: SAR 1780.00
C) Apply passport for a new born child
Eligibility: Children born to Sri Lankan parents by descent or by registration can apply for a Sri Lankan Passport. At least one parent must be a Sri Lankan Citizen at the birth of the Child.
NOTE:
- For minor applicants who are unable to sign, parents can write a part of the child’s name (first name preferable) in the signature cages. (Parents must not place their signature or write their own name on the child’s passport application)
- In case of a child born outside Sri Lanka whose birth & citizenship has not been registered within 12-months of child birth, the application for a passport for your child will only be accepted and processed once the Consulate has issued the birth certificate of your child upon the approval of the Department of Registrar General of Sri Lanka. Therefore, in such a case you are requested to handover an application for a passport for the child only once the birth certificate for your child has been issued, along with the child’s Citizenship certificate and/or payment receipt for the Citizenship application. Once the Birth Certification of the child has been issued you may follow the procedure as stipulated below to apply for a passport for the child.
Required Documents:
- Duly Filled Application Form (Download application Form K- 35 )
- Four (04) recent identical photographs of the applicant taken within three (3) months, as per the specifications for Sri Lankan passport photos (Colour Photograph with White or contrasting background to the cloth worn. Size : 3.5cm x 4.5cm)
- Sri Lankan birth certificate
- Parent’s consent letter (No Objection letter) (Please see the format here)
- Copy of the payment receipt for Citizenship registration(Sri Lankan citizenship applied and pending)
- Copies of parent’s passports (Pages no 2,3,4,5)
- Copies of parent’s visa endorsements in the passport
- If any of the parent is born outside of Sri Lanka, copy of the Citizenship certificate of the parent.
- Other appropriate documents (such as decision of the court if parents are divorced, death certificate if one or both parents are deceased, documentary evidence with regard to the legal guardianship/custody of the minor).
Applicable Fee:
- Minor passports (issued for 3 years only): SAR 485.00
- Passport valid for 10 years: SAR 595.00
D) Alternations/ Amendments to the existing Sri Lankan Passport
A Sri Lankan passport holder may apply for amendments of the data included in his/her passport and if the request is accepted by the Department of Immigration & Emigration, Sri Lanka, all such amendments will be included in the observation and alterations page.
Required documents:
- Duly completed application form (Form ‘O’). Fill the application using English Block Letters. Use individual forms per amendment necessary amendments
- Current Passport
- Documentary evidence to prove the accuracy of the alteration or amendment (original birth certificate/marriage certificate, etc.).
- Letter from the applicant requesting the amendment of the passport
- In case of amendment of name on the passport of a minor, consent of both parents should be submitted.
- Inclusion/ change of profession: Academic/Professional certificates and a letter from the company mentioning the current designation
- Inclusion of spouse’s surname: Marriage certificate
Applicable Fee:
- Conversion of Middle East passport to all country – SAR 220.00
- Any other amendment: SAR 45.00 each
E) Parent’s consent letter (No Objection letter)
In the case of when the child’s application is to be submitted in Sri Lanka, while one of the parents is residing aboard.
Required documents

- Copy of the passport of the parent

F) Temporary Travel Document:
An Emergency Temporary Travel Document (TTD) may be issued to enable a Sri Lankan national to return to Sri Lanka in case of an emergency in the following circumstances.
- If the original Passport is lost
- If the original Passport is expired
Temporary Travel Documents will be issued only after obtaining the approval of the Department of Immigration and Emigration in Colombo and therefore, it will take a few days to issue.
The TTD will be valid only to return to Sri Lanka.
Required documents:
- Copy of the previous passport (or passport number)
- Identity card
- Request letter
- Other relevant documents pertaining to the particular situation (i.e. In the case of a final exit, confirmation of the exit status etc)
